Overheat at 76W with a pure resistive load is not normal and i would expect dimming at near 0%.
If i was you i consider returning the shelly.
Until then, check with only one lamp (calibrate -> reboot -> calibrate), and previous firmwares.
Teoretically it should handle 200W.
I suspect the lamps are connected in series, could you please check it?
They should be connected in parallel.
As a side note, R7S LED lamps already exist.
It's probably due to your measurement device. Only True RMS devices read correctly non pure sinusoidal waveforms. Because Shelly Dimmer is a phase-cut dimming type, the signal at the output is not a pure sinusoidal and your measures are wrong.
