From my memory, SW1 will allow dimming. SW2 will just turn on or off.

Your best option is buy a retractable switch and bench test.

It is possible you have a faulty dimmer, try a second dimmer, if both do it then it’s a compatibility issue.

Short push on, short push off, long push dim down, long push dim up

It needs to be a push / retractive switch

This is possible, I do it.
